Utilizing AI - AGI we can set the best course for costs - pricing renewal environmental factors with different variables to meet delivery & time on obtaining for customers or clients including part - component supply 

International reliance should be less than domestic for each market unless it involves a cluster of smaller counties in size & population like parts of European countries over Canada or Australia

To keep them interested you break even or loss in an area (simple mindset) then profit in a connected other to justify for lower Tiers 

Like 1-2 Tier subsidies in access versus loerr cost in some areas over others to ensure affordability & demand flow

North Bay & area would be the manufacturing & R&D area in Ontario over others first if any then separate Shield Network from others Provinces & Territories
